Last minute officiant needed for July 16th

My brother is a Universal Life minister but apparently can't get his credentials in order in time for our July 16th wedding. I'd still like him to perform the ceremony, but I wonder if anyone knows of an economical officiant who can make the marriage legal on that day...otherwise we'll just go the courthouse route. Any help is appreciated!
