  I agree that it's definitely formal enough for an evening wedding unless it's black tie. I think anything taffeta or similar material is formal.

  I'd be careful with this dress if you've got busty girls in your bridal party.  This could get borderline inappropriate very fast!  Otherwise, it's very pretty!
