  Has she tried on any dresses or is she just getting ideas from pictures.  I find that most petite girls don't always look good in full ball gowns.  

  
  

  If she's required to cover her shoulders she should look into a bolero.  This way she can remove it for the reception if she wants.

  
  

  ETA: I just looked at Ivanka Trump's gown and it doesn't look so full.  Your friend should take a look at the Glamour Closet.  My friend recently purchased a Monique Lhuillier gown that is similar to that one.

  Some Jewish brides will add sleeves to their gowns as well. If she likes something with spaghetti straps, a seamstress can easily add sheer fabric to cover the shoulders.

  Yeah, I keep pushing her toward the bolero and slimmer fitting dress as well. 
  She hasn't tried any dresses yet but I think she might change her thinking about the princess cut once she tries some on. 
  
  I do think the sheer sleeves are really pretty but I don't think she'll go for the bell sleeves.

  A long while back there was this sheath dress, I forget the designer, that was strapless, but it had this gorgeous sheer lace wrap that was encrusted with embroidery that went over the sheath and created a train in back.  I'm not sure where I saw it, but something like that would be perfect for a petite requiring a modest gown with a modern twist--she could easily take the wrap off and hang out in the form fitting sheath for the reception.
