    Im making my own. You can use a brochure format and make your own program

    I'm not sure if "program covers" are different than programs, but we're getting ours in the church bulletin section of the local religious supply store.  There's usually a good wedding assortment and they're like $8-9 for 100.  You just have to print them yourself, but they go through any normal photocopier/laser printer.
