  Island Way Grill (at the entrance to Island Estates on Clearwater Beach) has a dock:  http://www.islandwaygrill.com/
  
  Carlouel has a dock:  http://www.carlouel.net/directionsbyboat.html
  They like to say they are a private club, but I've been there about ten times for meetings/luncheons/events that are hosted by groups NOT AFFILIATED with Carlouel, so obviously they do have some kind of policy about hosting events.  Used to be that you have to have a MEMBER sponsor your event to be able to have it at these private clubs, but the memberships are shrinking at these clubs and they are eager to rent their facilities to outsiders now.
  
  In Fort Myers, the Edison and Ford Winter Estate is beautiful and people arrived there by boat:  http://www.edisonfordwinterestates.org/events/weddings-receptions/

  Inn at little harbor has a deep water dock and beautiful views of Tampa Bay and a half mile private beach.

  There is a dock (or two) in St Pete Beach. Maybe call the tourism board or the venues in the area (Sirata, Grand Plaza or the Sloppy Pelican bar which has a dock right by it) to get a feel for if/how you can rent it.

  Burroughs Home in Fort Myers is beautiful and they also may have a dock
