Bridal Shower invites??

I am having two bridal showers, one hosted by one of my fiance's mother's friends and one hosted by one of my cousins. Since there are TWO showers, one for each side of the family, who gets invited to each one? From what I've seen thus far, the mothers of the bride and groom are invited to all, and immediate female family members -- but I don't want them to feel obligated to come to both if they don't want...How do I make the guest list for each of the parties??  Please help! :-)

    My mom, MIL, and BMs were invited to each of mine (but of course they didn't have to attend all of them). My mom and MIL did attend both; however, my BMs could only attend one, which is fine. For the one for my side of the family, I invited aunts, cousins, etc from my side, and for the one for H's side, his relatives were invited. I chose just one shower to invite my girlfriends to who weren't BMs--I wouldn't invite them to more than one.

    The moms, sisters, bms should be invited to both showers. They may choose which, if any, they would like to attend. If they attend both showers, they shouldn't feel obligated to bring a gift to each.
