Seamstress/Alterations Recommendation for Winchester/Front Royal area?

Hello!

I got married in May and will be donating my dress.  However, I am getting a little sentimental, and so will be removing the lace train and getting a necklace made from the fabric.  I will want the dress rehemmed so I can still donate it.  Does anyone have a good recommendation for somewhere to go?  I want high quality and cost efficient (less than $100 would be great, I don't know what the going rate is but since it's lace I imagine it's more labor-intensive).

    There is an EXCELLENT seamstress on Valley Avenue.  I'm overseas right now (I'm from Winchester), and her name escapes me, but there is a little house-looking place right in front of the old Montgomery Ward building.  On the bottom level is a teacher store and there used to be a book store next door to her, but I think it's gone now.  She's altered all kinds of stuff for me, including several bridesmaid's dresses and my sister's wedding gown.  I hope this helps!
