  Hey,
   The raleigh Sheraton was willing to work with me- with a little shifting arund our options and menu, and taking the smaller room, we got PP including tax and tip for $50 (this does not include the drinks though)....I think this was one of the best deals in the area, I looked every place I could find. $45 including drinks is probably a little on the low side from what I have found.
  ....the only other place I remember that was low in price was Cafe Luna downtown raleigh- but they dont do Saturday night weddings....but they were very affordable.

  If your wedding is in the Spring or Fall, perhaps an outside venue could be considered - like the NC Arboretum:

  Last I heard, it cost $500 to rent for half a day and the venue is beautiful!

  I haven't seen the space myself, but St. Michael the Archangel in Cary has a parish center reception hall, and they have onsite catering, too. You do have to use their caterer.
