Engagment party, want to invite all of our friends/family but not all will be invited to the wedding

We are recently engaged and the Grandmother of my fiance wants to plan the engagement party.  I read that etiquette says who ever you invite to the engagement party is expected to be invited to the wedding.  Grandma says "It doesn't matter who is invited to the wedding this is just the engagement party! Invite everyone!"
We are a young couple not looking to go broke just for a wedding but still want to share our big event with all of our friends and family. 
So here is my question Any way to word engagement invites in a way that will let people understand we are having this get together bc we will be having a small wedding?  I don't want to offend anyone by not inviting them to the wedding because of the expense. 
OH man i need some suggestions!!!!

    we had an Eparty, and the guest list changed a little when we finally got married.

    it's a different party from the shower. the engagement party is just a celebration, not a solicitation for gifts. just thank grandma for throwing you a nice party. if anyone asks about the wedding, let them know that it'll be a very small party, with only immediate family coming. i don't see the big deal.

    we arent looking for gifts and we want that a part of the invite.  We just want to be able to celebrate with everyone, But cant afford a 200 person wedding.
