  I am not from your area so i can't to suggest you any place to shoots photo for you engagement. 

  I aggree with raetothewyn 

  you can shoot photo in the parks or public area

  I am very excited to know what are the rules for the took of engagment pictures?

  have you spoken with your photographer about this? Mine was the one that came up with most of the locations after we told him what we wanted. Best of luck!
