  Probably at the start of the line. That way, I don't have to stand in line holding an empty plate. I also can take TWO plates...because that's how I roll.

  Have them at the buffet line, I'm sure a lot of people will forget to grab their plate from the table. I would have the utensils and napkins at the place settings though, because I always seem to forget to grab the utensils or a napkin at te buffet line, then I have to be the awkward person who buts in to grab a spoon.

   Ditto with the buffet line & having the utensils at the table. Not only for the forgetful guests, but it will make the tables look 'set.'

  I'd have them at the buffet line to minimize the guests' having to hold things while standing on the line.  It's just a courtesy.

  Also, if people go through the buffet more than once, they should be taking a clean plate each time for sanitary reasons.  Have enough plates at the start of the buffet line to allow people to take multiples.
