  Engagement announcements are not sent to people, since that is considered rude.  You could place an engagement announcement in the newspaper.  You can also send wedding announcements immediately after the wedding to those who were not invited in order to inform them of the wedding.

  
  

  STDs are completely optional, and since your wedding is so small, you could definitely save a little money and skip them.

  STDs are never required, especially when most people already know.  Skip them and save the money.  I've never heard of engagement announcements sent out, but I wouldn't send an announcement to anyone that is not going to be invited to the wedding.
