  I probably wouldn't be comfortable with my little girl in a leotard and tutu anywhere outside of dance class.

  Ditto @itzMS. Just clear it with their parents - same as you'd clear your BM dresses with your BMs. 

  
  

  If you do tutus, I'd make them longer ones so it doesn't look too much like a dance recital. This leotard is cute:

  I am the mother of one of them and my sister is the mother of the other. We are both completely okay with them wearing tutus. Thanks.
