Fradulent vendor

A guy named Jesse J Clark apparently likes to rip people off on photography and videography services and sets up new companies every so often to facilitate this process.  One of his companies just happens to be a Knot sponsored vendor, Waikiki Films.  Seems to show up as a 'local' vendor in Phoenix, Scottsdale, Vegas, etc.  There's a facebook group dedicated to tracking this guy and the various company names he uses:

Just had an issue with someone on the Vegas board; fake excuses for not making a meeting, charged the entire price instead of deposit, etc.  http://forums.theknot.com/discussion/990600/fraud-waikiki-films

I'm curious what criteria is used by the Knot to decide if someone should be eligible to be listed as a vendor?  I remember not too long ago TK still had a venue in Vegas listed as a reception location months after they had been shut down by the health inspector, went out of business and took everyone's deposits with them.  Seems like a little more thorough investigation into vendors would be warranted; perhaps Dunn & Bradstreet check, require an actual corporation/LLC exist, ask for liability insurance paperwork, etc.; all things legit vendors would have (or have good ratings on in the case of D&B) and some of these types may not.
