Tipping the caterer?

Our caterer does not include gratuity. My question is do we tip on the staff cost or the entire bill which includes food and rentals?

    I believe our gratuity was 18% of the food, staffing, and rental costs.

    Our venue includes a 20% gratuity and it's on the entire bill which includes food, alcohol, linens, etc.

    Make sure you know how the tips are distributed.  I worked as a banquet server for a year, and worked at dozens of weddings, and never received a tip unless a guest handed it to me directly.
