  They don't "have to" match.  But, I think it looks better when they do.

  Usually invitation suites will come with a matching option. If you don't want them to match I would at least make them in a neutral colour so that they don't clash with the invites.

  Well, I ordered the invitations separately from the response cards. (don't ask, ugh!!!).... I was thinking of going with just a plain response card.

  They don't have to but I don't know why you wouldn't try to get them to match at least...
