For what it's worth, I made one using elastic instead of ribbon (for an adult-sized one for a race) and it was very sturdy. Have fun! Hope the links help. ETA: it was cheaper than I thought to make, too. The tulle and elastic were $11 at JoAnns with their coupons. (I used 9 yards of tulle, but I think a smaller one calls for 5?) good luck!

  I made one last year for DD1's halloween costume.  Super easy.

  All you need is tulle and elastic (I stitched the elastic closed but you could just tie it together). Ribbon is optional.

  If a crochet headband will fit her waist you could just use that instead of elastic.

  I did basically the hair elastic crochet headband kind.  But, honestly, I've seen them cheap enough to make it not worth my effort to craft it again.

  I've made a couple using the same method as the first link that @tawillers posted. They're really easy! I buy the tulle rolls from Papermart (LINK) because they have more colors, including glitter! Do be aware that the glitter will get all over your house.

  @6fsn - if you don't want to make one, I have 2 hanging in my closet that for some reason are in *my* closet and never made it to the donate/resell pile.  They are yours.  Seriously.

  Varuna is sending me one, but thanks for the offer.  She's just really into the girly, but I didn't want to spend $35 at the mall.  I think I might also suggest my nieces make this for her Christmas.
