Thank You Card Etiquette

We had our engagement party two weeks ago. I know that I need to send out a thank you card for anyone who gave us a gift, but do I need to send out a thank you card to people who didn't give anything? Do I need to thank them for just attending? I know for a wedding I would have to. I googled this and I'm coming up with conflicting answers.

    I would say no to sending thank you notes to those who just attended.  Im sure you thanked them for coming during the party.  I believe the same rule would apply for a wedding.

    If they attended and didn't give a gift, you don't send a thank you for attending.  You should have thanked them for coming at the party.  A thank you card could be construed as pointing out the missing gift.

    The same rule applies to the wedding.
