Both together would look odd. You could wear a traditional veil for the ceremony and then the birdcage for the reception. Or you can tell your Mom to deal with the fact that you want to wear a birdcage the entire day.
I agree with PP, I think the 2 together would be strange. The vintage feel of a birdcage would clash with a more traditional long veil. I think the idea of changing your veil out from ceremony to reception is definitely a great compromise. (But don't compromise yourself out of your own wedding!)
Also, on a personal random note/tip...I LOVED birdcage veils...I mean loved...obsessed over...until I actually tried one on. I hated the way it looked. So just in case you haven't tried one on yet make sure you do before you completely nix your moms idea...because I totally ended up buying a very traditional veil...and I wouldn't have thought for a second that I would have.
