  Winfrey Point/Filter Building are low-priced, but they are totally DIY.  I don't know how much you save once you factor in all the rentals.

  The Tribute and Paradise Cove also come to mind (although not in Dallas proper) but there are lots of places that have outdoor ceremony options (even the hotel I got married at had one).  Here is our venue list which might help:
