Ceremony on a public beach?

It'll just be the two of us, the officiant, photographer and two friends. I am thinking about a public beach hoping it won't cost $1,00+ like most venues. Any suggestions on a location where it won't be too busy and how to go about it?

    We rent a house on anna maria island every year for thanksgiving. The beach over there has never been too busy when we've gone. Not sure if it is.due to the time when we go but it might be worth checking into.

    I am getting married in October in Madeira Beach which is a public beach. We're using Weddings on a Whim which is a planner/coordinator. They are the officiant and are providing a photographer. If you have those all ready you may not need them but they said Madeira Beach is fine or Treasure Island is really nice too.
