What is it that you need help with? I would suggest picking a date and then searching for a venue. There's way to cut costs, DIY invites, favors, programs, there's plenty of ideas on the DIY board. Good luck

Restaurants are pretty inexpensive especically for that few people. I looked into Treebeard's downtown and thought they were great. If we were a little smaller group I would have picked them. Their room rental fee is $1000 and then the cost of food. I have pictures of the place in another one of my posts in this group.
Ensemble Theater is another place I found that was cheap. Their front lobby is 1k and their back room is 2k. They allow outside catering so you can be pretty flexible in that. If you wanted to save money you could serve just cocktails and appetizers but I think you could swing a full dinner in that price range.
Heather's Glen was also recommended to me in my search for an inexpensive venue. They have a cake and punch reception that's like 2k I think.
Have you looked into Centurion Palace out in League City? I think they are pretty inexpensive as well.
This might be a stretch for you but there is a Mexican hall off I-10 that I actually really liked. They are SUPER inexpensive without looking cheap. They were booked on the date we wanted though: http://herreraseventhall.com/paquetes.htm
Also, a lot of churches have reception halls in them that are pretty cheap. Most don't allow alcohol though. Grace Luthern in the Montrose area has a reception room and does allow alcohol (I think).
Also, if you find a way to put almost everything on a payment plan you'd be surprised how far your money goes. My FI and financing our own wedding so I understand being on a budget crunch. A lot of dress salons, photographers, caterers, venues, etc work on payment plans without an extra charge.

HTH!
For photography try C. Baron Photography. They are absolutely amazing and are very budget friendly. I highly reccomend them.
We are getting married at Brady's Landing and they are reasonable too! You definitely want a sunday during the day.
As for flowers, if you think you can diy look into fiftyflowers.com or another wholesale place.
It can be done! Try not to stress!
