  Do you mean an actual ballerina costume, a decorative bodice with short bands of tulle sewn in circles around the bottom.
  
  Or tutu dress, a dress bodice with a long or knee length skirt?
  
  The first are available in brick and mortar dance costume stores.
  
  The second in many bridal salons, and in some stores that sell confirmation dresses but have a side line in party dresses for younger children.

  I'm not being silly about the costume, I know people who have let flower girls have their dreams and dress as angels, fairies in long dresses with wands, and like the tiny dancers in The Nutcracker Ballet.

  Any store that sells Alfred Angelo dresses. This year's line has some long skirt girls tulle . Check AA website for store locations.

  I bought my daughters flower girl dress off Etsy, from a seller in China.  She was great to work with and I am totally in love with how it turned out.  Some people have horror stories about dresses from China...luckily this one turned out!!  I posted a thread last week with a picture http://forums.theknot.com/discussion/1050104/flower-girl-dress#latest.
