Hey ladies, I'm looking for someone to make a wedding dress. Nothing too beaded, but will need someone who can do beautiful drapery

Does anyone have a recommendation for someone in the NY/NJ area?

You should try posting this in one of the New York or New Jersey boards. They have fairly frequent posters who will probably be able to help you better than people like myself, who live all over and outside the U.S.
