  Sugargirl1019 recommended www.obridal.com to me.  I was very pleased with the quality and price.  It's run by a lady named Kathy, who I found very helpful.  She's in NE, so another not China option for you.  All her veils are fully customized.  You pick the cut, fullness, and additions.  I'm not quite sure what you mean by "heavy beading," but I'd recommend chatting with Kathy and seeing what she can do for you.  It was such an easy experience for me.
