One of the girls will not wear a dress to save her life, so they all loved these will pants look ok?

I think that would be pretty for her to wear. The other girls can still wear dresses if they want though.

Would she be okay with that outfit? It is still quite girly, so maybe a ladies suit (similar to what the groomsmen are wearing) would be better for her and the rest of the bridesmaids can wear dresses.

She could also wear a pantsuit in a color of the other bridesmaids' dresses, or wear black dress pants and a colored top that coordinates with the other bridesmaids' dresses. And the groomsmen could all still wear regular men's suits.

Personally, I hate when it's immediately suggested that the only non-dress option for a bridesmaid who doesn't like to wear dresses is to dress like a groomsmen but in a suit tailored for a woman. For some that's a great option, for others not so much. If she's girly but just won't wear a dress, the option you suggested is great.

Check with her. Personally, I think that style is basically a dress and is almost equivalent to letting her wear pants but then making her wear a dress over it. I am a HUGE fan of jumpsuits, so I think something like this would look pretty awesome:
