If my flower girl and I are wearing more of an off-white than bright white, do the ceremony archway linens / sheers have to be off-white as well? Does it really matter if I mix shades of white? Will it look bad in photos?

Nobody is going to be comparing dresses to linens or decor. You also don't need to worry if your fiance's shirt is off white or ivory if your dress is.

I remember thinking about this as an engaged woman and I can't believe I actually spent time on this thought process.

Relax. IMO, you pick colors based on what you like and what looks good against the item. So if you look better in cream, you wear cream. It doesn't have anything to do with the color of a table cloth.
