Which came first, the vows or the declaration?

I know that everyone's ceremonies are different, but hoping to get some input here on those who may have had both the declaration of intent AND vows. FI and I are obviously having the declaration, but then also having "repeat after me" vows... Which came first in your ceremony?

We are following the traditional wedding order of service for our faith, and in that order we have the declaration of intent before the vows. Hope this helps!

We did our declaration (in the form of a handfasting) first and did our vows in conjunction with the ring exchange.
