Jewish Wedding - Local Advice Needed

My fiance and I just started planning our February 2016 wedding. I have 2 things we're unsure of how to handle since we've only lived in the area a short time - the wedding will be in San Ramon.

We are considering flying out my childhood rabbi from out of state, but if that doesn't pan out, we will need an officiant. Any advice on a local rabbi or licensed officiants who happen to be Jewish or know how to perform a (relatively) Jewish ceremony would be appreciated! We don't belong to a synagogue or have ties here, and want someone who is willing to perform it outside of a synagogue. Neither of us are particularly religious, but I'd ideally like the religion incorporated somewhat.

We are also exploring chuppah options. I know my venue has an arch we could probably dress up as a chuppah, but does anyone know of where to rent a nice one cheaply?
