  For these specific people, I would either 1) call/text them the week you are mailing invitations and ask for the preferred mailing address, or more likely 2) mail invitations to their permanent address, but then scan and email a copy of the invitation (individually to each person, not en masse) with a message saying that you know they are travelling and probably won't receive the mailed one, but wanted to be sure they saw that they were invited. You could include something in the message to specify who is invited, since they'll be missing out on the envelope. 
  
  I didn't have the issue with anyone on a rotational program, but I had issues with sending invitations to family in countries with crappy mail service. I later found out that some paper invitations came on time while others showed up months later.

  I would just ask them- if it’s easiee to email just do that.

  Ask if email is cool. if not, I know a friend who lives kind of out of suitcases always has wedding invites and such mailed to her parents address.

  I would reach out a couple weeks before to ask if they had a preferred address. When I was on tour I had everything sent to my moms house, other people had P.O. boxes. I would also consider email a perfectly acceptable way to invite people if it is known they won’t have access to their mail for a long period of time; I was away from mine for 7 months.
