Steps to Officiate in RI

Hi!
My sister is going to officiate my wedding. What steps does she need to take for RI in order to become ordained and have it a legal ceremony? I have been trying to look up information and I am getting mixed messages. Thank you.

    The mods didn't approve my reply because I linked to a website. So, from the RI Dept of Health (which oversees vital records): "Who may perform the ceremony? • Rhode Island civil servants as defined in RIGL 15-3-5, or those authorized by the Rhode Island General Assembly may perform civil ceremonies • Rhode Island accepts all ordained clergy and ministers, including those from online ministries"

    And the online ministry I found that ordains people is called the Universal Life Church. I have no idea if this is a legit organization, a weird cult, or just a way to get around the ordination requirement, but you can check it out on your own.
