  A wedding is ONE event so my "yes" indicates I plan on attending both the ceremony and reception.  As some of your guests have already done, if their attendance is not all inclusive, the burden is on them to indicate this when they respond. 
  

  Have you already sent out your invitations?  If you have, I think sending a second RSVP can add confusion to the guests.  Most people hopefully realize that the RSVP is more for the reception portion as that is the part that incurs the greatest cost to the couple.

  If you haven't already sent the invitations, create an RSVP card with a meal selection. If you're planning to skip the reception, you'd probably think to write "no meal" or indicate you'll only be at the ceremony there. 
  
  I understand why someone would skip the reception out of covid concerns, but it's still rare. (Someone very concerned or high risk would mostly likely not want to be at the ceremony either.) I'd be surprised if more than a handful of guests were in this boat.
