  How you calculate it is how many you'd feel comfortable having inside your house because in case of rain or inclement weather that's your backup.  That's also all things like bathrooms for guests to use as well.  Think of setting up folding tables and chairs, how many you can comfortably have inside your home/garage.  That's your answer.

  The house itself is very spacious, and bathrooms we have 2 (1 on each floor). The roof naturally is smaller than that so I want to assume the smallest space possible. We're getting married in August so hopefully weather would be permitting, and it would be sunny til around 8.30pm so the roof would be lovely. 
  
  My concern is that when people arrive they'll be uncomfortable due to lack of space, so I want to calculate before I invite people to the wedding.

  There really isn't a formula, because the shape of the room and the amount of furniture varies. Typically a rental company that would supply your tables can give you a good estimate of how many tables they can fit in a space. You'll also need to factor in service space, walking space, reasonable space for things like dj equipment. You could go old school and cut up pieces of paper scale to the size of the furniture you need to visualize how it would fit in the space. 
  
  If you're planning to do this before the covid pandemic comes to an end, you'll need to space tables out even further and account for tables to be limited to household. 
  
  On top of all of this, because you say rooftop, you may need to investigate the weight. If you're talking about a house, you may need to consult with an engineer or architect. A typical roof on a house is not designed to hold this much weight, and you may end up with permanent damage.
