  You can skip the Save the Date mailing all together and simply word of mouth to your VIP guests.  Your invitation is all that is absolutely necessary, however it's nice to let people know who are going to be invited ahead of time because of passport type situations.  You do not need to do an expensive invitation, a simple email or something you print off from your own computer will get the job done.

  I agree with PP. You should send an actual invitation. Save the Dates aren't necessary. They are a relatively new thing. Just do word of mouth so that people know when the wedding is being held.

  Send a real invitation and email the Save The Date. 
  
  If I only received a Save The Date I'd start to wonder if I should be canceling reservations.

  If you're only going to send one thing, send an invitation. If people get the Save the Date but don't get an invitation, they will assume that they're no longer invited.
  
  STDs are not necessary, but an international trip is one of the times where they are really practical. If people want to go, they need to request time off work, maybe renew passports, book flights and hotels, etc. There is some value in giving advanced notice. Honestly, if you're expecting people to spend thousands of dollars to attend, I think you can spend a few bucks to send out postcards, but you could just put the info together and send it electronically for free.
