Typically people wouldn't be asked to RSVP months in advance. If you ask for responses too early, it's likely that people will have changes in plans and will need to change their response.
I'm not sure why someone would write it in all caps. Maybe they're emphasizing that word for clarity, or maybe they're being passive aggressive. There's no way to tell.
