Pre wedding celebration party

my son and his future husband are planning a destination wedding in Mexico City (where his future husbands family lives). We won’t be able to invite all the friends and family that we want because the size of the venue and the couple wanting more of their friends invited. I want to plan a cocktail party here in the US a few months before the wedding as a celebration for them. Is it ok to invite people to a pre wedding celebration and not to the wedding itself in Mexico?

    Unfortunately no it is not.   Those invited to pre-wedding events need to be on the wedding guest list.

    What about a party after they're married that isn't a reception but introduces your new SIL?  It accomplishes the same goals, is not a pre-wedding event and doesn't come with the baggage/strings that can look like the guests were invited to give presents but weren't invited to the main event?
