  Typically the parents (including step parents) get flowers (corsages and bouts) and also wear tuxes. However, especially when it comes to tuxes, you can do whatever you think would be best. Someone would probably get upset if you didn't get them flowers though, as it's usually an honor for the immediate family / parents. Granparents also typically get flowers (and my grandpa also wore a tux at the wedding, but again, that's more of a loosely defined rule).  We also got corsages for Godmothers.

  I am getting flowers for (aside from the bridal party), all parents, grandparents, usher, and readers. 
  
  I offered up tuxes to both dads but didn't require that they wear them.

  We got them for our parents (all of them... 3 moms, 3 dads), and grandparents (we only have one, so that wasn't too difficult).  We will get the moms a single red rose wrapped in a charcoal ribbon.  None of them are really the corsage type.  Actually, all of them said they didn't need anything, but we wanted to give them a little something.  We will be giving grandma a pin on corsage with roses and I think stephanotis. And we got the dads bouts....I think with just roses.
  
  And, the officiant, we got him a bout, I think his is a little different than the dads. 
  
  As for tuxes, we gave the dad's (all of them) the option, but they didn't want them. They'll all just be getting suits.

  My father is getting a tux, and I haven't addressed it with his father or stepfather. It's really strange trying to figure everything out. He had 8 grandparents because they were all married and divorced, and his parents have both been remarried for over 20 years. It's crazy.

  Both of our Mom's had corsages as did both of our Dad's. We also gave both of our Grandma's corsages as well as our readers. 2 of the GM doubled as ushers, so we didn't need to buy any extra flowers there.
  
  Kelly, if your FI is close to his step-Dad, I think it would be nice for him to wear a tux or a nice suit he might already own. Ask him what he wants to wear. I am sure any step Mom's will be wearing a nice dress to process in with their husband's, so they should probably have corsages or a small bouquet.
  
  Are you getting married in a church? I forget.

  I think just FI/GM will be in tuxes (my dad has never worn a tux in his life and I promised him he wouldn't have to wear one then; he'll just be in a suit, I guess)

  I did the following for under 500-

  
  

  16 centerpieces (bud vases so only a few flowers each)

  2 arrangements for either side of the altar

  My bouquet

  A throwaway bouquet

  MOH bouquet

  1 BM bouquet

  2 Corsages (MOG and GMOG my parents arent coming)

  Grooms boutineirre

  3 addtn'l boutineirres (BM, GM and FOG)

  wreath for FG

  Silk basket with silk flowers for FG

  Mini boutineirre for RB

  
  

  The trick is to be flexible with flower types and trust your florist.  If you give your florist some flexibility with the type of blooms you want, they can probably create a lot more within your budget.  talk to your florist about the looks you want to achieve, bring pictures! if you have a must have flower have them sprinkle just a few into your bouquet and use filler flowers for the rest.  your florist can suggest blooms taht are in season locally that will help you get the look you want without destroying your budget.
