  For that price you're probably going to get an officiant to do a private ceremony (for B/G and 2 witnesses). That's what I've found for the GTA area so far.

  I don't know of one off hand, but try asking people who are being invited to your wedding if they know someone who knows someone etc etc. maybe they will cut you a deal this way.
