Chesapeake Bay reception ideas?

Anyone have any recommendations for wedding/reception sites on the Chesapeake Bay for next April-June 2011?  We are on a budget, with $50-70 per person for food/drinks at the reception.  We expect 200-250 guests.  We haven't found anything in that price range so far.  May need to make some tough decisions...

    Check out the Virginia Beach Resort Hotel.. Its right on the bay in Virginia beach..
    $50-$70 should be doable.
    I am having my rehearsal dinner there and they are charging $18-$30 a person.

    There are some package deals floating around for several places like the yact club, and the crowne plaza(norfolk) i'm sure if you printed out the details you could find another hotel or reception site near the bay with the same deal. My fiance's cousin had her reception at the lesner catering club which is right on water, i think it was 14grand for the entire reception though.
    Perhaps try grand affairs, they do planning and other services also.
