I've never heard of a groom's dinner. We didn't do a rehearsal dinner, but you can wear anything.

Without knowing more about your particular dinner plans, I'd say dress according to the level of formality suggested by the venue and dinner type.

Fancy restaurant? Suit, tie, well-shined shoes.

Outdoor barbecue? Jeans, a nice button down shirt, sharp casual shoes.

Those are two different ends of the spectrum. Still, I'd personally lean toward being a notch dressier than what I expect my guests to be wearing. That's how I usually roll though.
