  I'd suggest just getting the action figures and putting them on top (although looking at the prices, they're really freaking expensive)

  You could also look at the sellers that make custom toppers and request a special order, or put in an alchemy request.  I know I've seen quite a bit of Zelda stuff in the 'Geekery' section, so if you browse around there should be something that would work, in her budget.

  You can do an alchemy request on either etsy or artfire.com to see if someone is insterested in making one. You can set your price limit and see what hits you get.
