  I actually use MAC for both of those. I love this eye pencil I got from them (i forgot the exact name of it) but the colors are great and it's also great for adding a little smudge. I have used MAC Studio Fix for my face powder for years.

  I don't actually use eyeliner anymore.  I have started watching a you tube channel called Beauty Broadcast. < Click those words and it will take you to her channel.  Emily, the girl that does them, gives great makeup tips and she has said that sometimes she uses eyeliner and sometimes she doesn't.  When she doesn't use eyeliner she uses eyeshadow.  It sounds weird, but it actually works really well if you don't want a heavily lined eye.  I use this way a lot now.  I still have to get some more makeup though since I threw most of mine out because it was old.
  
  ETA: for face powder I use ELF.  I bought the lightest shade they had since I am pretty fair skinned.

  I really like Clinique's Quickliner.  I find it stays on for awhile.  I'm also a fan of Lancome's Le Stylo Waterproof liner.  I usually buy Clinique and Lancome b/c they do great gifts with purchase at big department stores.

  I like Smashbox eye pencils. For powder, I use Physician's Formula loose mineral powder. I think I use the air brush one...anyhoo, that is what I use for my foundation every day. For special occasions I use Paula Dorf perfect glo. It's a super thick foundation that you can control the coverage. Makes your skin look pretty and glow-y.

  I use the MAC eyeliner pen and I LOVE IT. I had been using gel liner for a while which I like too, but for summer where my face sweats more the eyeliner pen definitely has better staying power. 

  
  

  For face powder I like make-up forever's duo matte powder, but I like pretty full coverage and it doesn't sound like that's what you want. I used to use bobbi brown's sheer finish pressed powder and it was lovely and light.

  I have different eyeliners for different kinds of looks (daytime vs. night, etc.). 
  
  I never use actual liquid eyeliner b/c I'm shitty at applying it and it takes too long. If I want the look of liquid eyeliner, I use either a gel or the MAC penultimate, which is basically a black marker, but it is so easy to apply and really works.
  
  For work or other times when I want something more natural, I use either UD 24/7 pencils, or my new favorite, Tarte's EmphsEYES aqua-gel liner. It applies like a pencil, but gives the effect of a gel liner.
  
  For powder, I mostly use the MAC skinfinish in natural, but I haven't really tried a ton of others.

  I don't use eyeliner but for powder I use Neutrogena's pressed mineral powder. I like a light coverage and it's perfect for me.

  Thanks, ladies! I'm going to take a trip to Sephora this weekend with my GC from my mom I really need some new eyeliner pens, so I'll check out a few of these. I like my MUFE foundation, so maybe I'll try MUFE's powder. I'll definitely buy one or two pencils - I think I'd be better at that than the liquid. Maybe I'll get one gel and one regular.
