The only time I ever enjoyed a gap, we went to the zoo...but I was 14, so I didn't know any better and thought it was cool look at tigers in my fancy clothes. Looking back, I can only assume this was the worst gap ever for my parents. The zoo in dress clothes with 5 kids for 4 hours.
Inviting people to a wedding shower or wedding brunch will only further their confusion and increase their expectation an invitation to the wedding.
If they are charging you a fee, I'd let them book it and figure it out themselves...assuming you know what the fee is up front and it's less than booking 2 nights.
As a vendor they might have a better chance of working something out with the resort or decide to drive the 30 mins.
I've seen photos on the invitation itself and see nothing wrong with it. The invitation dictates the formality and if the wedding is more casual, fun, then a photo of the couple doesn't seem out of place. I've never received a separate enclosed photo with an invite.
