Who receives the engagement annoucements?

Per the rules of etiquette, who is supposed to receive engagement announcements? Only those who are invited to the wedding or can it be anyone we want to share the good news with?

    I thought only announcements were done after the wedding....I've never seen engagement announcements sent to people.   I've only seen ads placed in newspapers for engagements.  If I did receive an engagement announcement, I would assume I would be invited to the wedding.

    The only time I've seen/heard of engagement announcements is on invitation sites trying to make a sale. I think they're entirely unnecessary.

    I absolutely would not send an announcement to someone you will not be inviting to the wedding. I think it would be rude to shove your engagement in their face (promoting congratulations and possibility of gifts) and then not invite them to the wedding.
