We are three months out from the big day and my future MIL still has not gone dress shopping, yet she insists on choosing where FI and I will dine on our honeymoon.  She has been extremely difficult throughout the enitre engagement because she has not been "involved" in making decisions, even though she is not paying.  FI does not want to deal with the situation because he says she will never change...help!

Your FI is right.  She won't change.  So that means you need to change your reaction to her.  

If she makes a suggestion, you can acknowledge it, but you don't have to follow through.  I mean, she's not going on your HM with you, is she?  

As far as the wedding stuff, just don't discuss any details with her any longer.  And if she brings up the wedding, ask her if she has her dress yet.  

Deflecting works wonders.  Works for my 2 year old, my 13 year old, and my MIL when she gets pesky.

I forgot to mention that she is buying us giftcards to the places that she chose for our honeymoon as a gift.

There's gift card swap/exchange websites where you can sell or exchange gift cards.  Usually for less than face value, but it's an option.
