Possibly Watters or WTOO by Watters, but I checked their website and it doesn't show up there so it might be from before 2013.

It looks like a Bill Levkoff dress (http://www.billlevkoff.com/style/bridesmaid-dress/492), but with am added flower embellishment.

Save the photo, then go to Google and click "Images" at top.  Where you usually type in the words to search, there will be a little camera icon to the right.  Upload the image you saved, or paste in the URL, and let Google search for the photo on websites.  Perhaps it will hit on the designer's site.
