24 hours later, the state house and senate both passed legislation to ban upskirting, and Deval Patrick is expected to sign it.

The court did point out that the law really couldn't be applied to upskirting, but that upskirting needed to be banned.

Wow... this makes no sense... So slipping your camera underneath someone clothing to take pictures of their exposed body... Doesn't count as peeping tom because they are technically still clothed?!?!
