Mothers being ushered

My future mother-in-law is very shy and doesn't like being in pictures, so she's decided not to be ushered down the aisle at the beginning of the ceremony. My mother will still be ushered down the aisle but I'm afraid that it will look strange. What should I do?

Nothing. Your FMIL decided she doesn't want to be seated as part of the processional changes nothing about your mother being seated. It will not look strange, I promise.

DH's grandmother was escorted down the aisle before my mother. I have no living grandmothers and DH has no relationship with his mother. 

His grandmother went first, then my mother, then the BMs/RBs/me. It didn't look odd to have one grandmother and one mother. 

You could also offer to your FMIL that you'll have your photographer not take photos of her processing, if that would make her more comfortable.

I think this would look fine. As a guest, I am usually too excited to see the bride and don't pay too much attention to the rest of the processional.

Just let it be.  There is no requirement that both mothers be ushered.  If your FMIL isn't comfortable being walked down the aisle, don't put pressure on her to do it.

If she doesn't want to be ushered, you do nothing. I doubt anybody will even notice.

I kind of feel like being in pictures is unavoidable especially if you're the MOG.
