Ditto @Fran1985.  Plus, even though you're safe and nothing happened in your case (and I hope nothing does), he may be doing this to other women as well.  By reporting him and his odd behavior, you create a paper trail that may prove useful in proving a history of unstable behavior in future investigations/prosecutions.  Lots of guys with a history of this type of behavior get light sentences when they're finally caught because there's no record of previous complaints.
