I honestly wouldn't worry about their outside shoe choice.  Like Southernbelle said just tell your BMs your day of plans and I am sure they are all smart women who will check the weather and make sure that they are dressed appropriately for standing outside.

As far as footwear goes, pretty much any color would go with the blue you selected - gold, silver, nude - I might stay away from black because that might look a little harsh with the lace overlay.  Unless you go with something dramatic (boot or flashy color), nobody will really notice their shoes anyway.

If you don't want to tell people what to wear, then don't. Give them guidelines. As others have said, explain the situation and ask them to get shoes in a neutral palette that they like. Done. Don't try to micromanage every aspect of their look just because you feel like you're "supposed to".
